Wouldn't it be better to integrate it into a theme's settings?

I actually was debating on what category is was suppose to be in. But that works.

Maybe, but you disallowed JS files on themes so I don't it was possible since it's using Javascript to operating the particles, unless the update came around, then I'll change it. But as of right now plugin was the best I can do since it's the only thing that allows Javascript files.
